The TaiwanICDF International Higher Education Scholarship Program offers fully funded scholarships each year to international students from eligible partner countries. Managed by the Taiwan International Cooperation and Development Fund (TaiwanICDF), the program supports talent development in fields linked to sustainable development while strengthening the internationalization of Taiwanese universities. For the 2026 intake, applicants can pursue English-taught Bachelor’s, Master’s, or PhD programs across 32 partner programs.

TaiwanICDF works with selected Taiwanese universities under the Taiwan International Cooperation Alliance (TICA) to offer degree programs designed to meet the development needs of partner countries. Scholars are encouraged to apply their knowledge and skills after graduation to contribute to progress in their home countries. Tuition and essential study-and-living costs are covered during the award period.

TaiwanICDF Scholarship benefits

The TaiwanICDF scholarship is designed to cover the main costs of studying and living in Taiwan. Benefits typically include:

  • Round-trip airfare (economy class; TaiwanICDF arranges the most direct flights)
  • University dormitory housing (students are required to live in dormitories)
  • Tuition fees (covered as required by the host university)
  • Credit fees (covered as required by the host university)
  • Insurance (mandatory student safety insurance plus medical/accident coverage during the program)
  • Textbook costs (purchases are subject to approval by the student’s institute)
  • Monthly stipend (paid into a local bank account; 2026 amounts):
    • Bachelor’s: NT$15,000/month
    • Master’s: NT$18,000/month
    • PhD: NT$20,000/month

Degree levels and fields covered (2026)

  • Bachelor’s: a limited number of undergraduate programs (for example, electrical engineering, computer science, and advanced technology tracks). Only applicants from countries with official diplomatic relations with Taiwan can apply to Bachelor’s programs.
  • Master’s: a wide range of programs in areas such as agriculture, public health, engineering and science (including information systems and AI-related programs), business and management, education, and more.
  • PhD: selected doctoral programs, including tracks in tropical agriculture and international/global health.

Note: some programs may have special formats (for example, an online structure with limited required presence in Taiwan). Always verify your program’s details in the official program list.

Eligibility criteria (2026)

  1. Citizenship: you must be a citizen of an eligible country and meet any additional criteria set by your government/country.
  2. Nationality restrictions: you must not be a national of the Republic of China (Taiwan) and must not be an overseas compatriot student.
  3. Admission: you must meet the admission requirements of the TaiwanICDF partner university/program you apply to.
  4. Visa requirements: you must be able to obtain a Resident Visa (Code: FS) and an Alien Resident Certificate (ARC).
  5. No double funding: you cannot hold another Taiwan government-sponsored scholarship in the same academic year.
  6. Academic/disciplinary record: you must not have had a Taiwan scholarship revoked or been expelled from a Taiwanese university.
  7. One program only: you may apply to only one program (and one university) per year.

Eligible countries (2026)

The TaiwanICDF scholarship is open to citizens of partner/beneficiary countries listed in the official 2026 guidebook. Countries marked with an asterisk (*) have diplomatic relations with Taiwan, and only applicants from those countries can apply to Bachelor’s programs.

  • Africa: Côte d’Ivoire, Djibouti, *Eswatini, Ethiopia, Kenya, Sénégal, South Africa, Somaliland, Tanzania, Uganda.
  • Asia-Pacific: Fiji, India, Indonesia, Laos, Malaysia, *Marshall Islands, Myanmar, *Palau, Papua New Guinea, Philippines, Sri Lanka, Thailand, Timor-Leste, *Tuvalu, Vietnam (listed as “South Vietnam” in the 2026 guidebook).
  • Central America: *Belize, *Guatemala, Mexico.
  • Caribbean: *Haiti, *St. Kitts and Nevis, *St. Lucia, *St. Vincent and the Grenadines.
  • Europe: Albania, Bosnia and Herzegovina, Hungary, Kosovo, Latvia, Montenegro, North Macedonia, Poland, Serbia.
  • South America: Argentina, Bolivia, Brazil, Colombia, Ecuador, *Paraguay, Peru, Uruguay.
  • West Asia: Jordan, Mongolia, Russia, Türkiye.

How to apply for the 2026 TaiwanICDF scholarship

  1. Choose one eligible program: review the official list of programs available for application in 2026 and select one program only.
  2. Apply to the partner university/program: submit the university admission application and required documents before the university’s deadline (deadlines vary by university/program).
  3. Complete the TaiwanICDF online application: apply through the TaiwanICDF Scholarship Online Application System during the official application period: December 1, 2025 to March 15, 2026.
  4. Submit documents to your ROC (Taiwan) embassy/office if required: whether hard copies or soft copies are required depends on the embassy/office in your country.
  5. Selection and results: the scholarship results are announced in principle no later than June 10. Successful applicants receive an official TaiwanICDF acceptance letter via the embassy/office.

Required documents (practical guidance)

Document requirements can differ depending on the university/program and the ROC (Taiwan) office in your country. In general, prepare:

  • Online TaiwanICDF application (completed in the system)
  • Passport/ID proving citizenship
  • Diplomas and transcripts (with English translations if needed)
  • Study plan / research proposal (often requested for Master’s/PhD)
  • Language proof: TaiwanICDF itself does not require an English test, but your university/program may
  • Recommendation letters: TaiwanICDF does not require them, but your university/program may

Key dates (2026 intake)

  • Applications open: December 1, 2025
  • TaiwanICDF online deadline: March 15, 2026
  • Results: in principle, no later than June 10, 2026
  • Intake: fall semester (TaiwanICDF does not offer spring admissions)
